Setting: 
Most of the action in the DC Comics universe happens on a version of Earth known as New Earth. New Earth became the main continuity Earth after the destruction of the Multiverse during Crisis on Infinite Earths, an event where most of the alternate versions of Earth were wiped out of existence in favor of condensing the events of the Multiverse onto one single Earth.  It is primarily comprised of the history of Earth One but also has aspects of Earth Two, Earth Four, Earth S and Earth X. It resembles Earth One on the surface but is, in fact, a new Earth. It is identical to the Earth on which we live except for the presence of superheroes, magic and several cities/countries that do not exist in the real world. Metropolis, Gotham, Keystone City and Star City are all examples of cities that exist on New Earth but do not exist in our world. Cerdia and Bialya are examples of countries that do not exist on our version of Earth.

Beyond New Earth are several inhabited alien planets, including the home of the Green Lantern Corps which is a sort of intergalactic police and Krypton. Krypton was the home of Superman but it no longer exists due to blowing up when he was still a baby. Superhumans, aliens, magic, gods, other dimensions, supervillains and superheroes are all part of reality on New Earth. For example, the Justice League are a group of heroes on New Earth that operate as a team to protect people. They have a base on the moon and used to maintain bases in various cities before moving to the moon. Mera's husband Arthur used to be a member of the League so she is aware of them but doesn't really participate in anything they do. The people who live on New Earth don't really question these things anymore. They've learned to live with them, even if they don't always like them. This is the Earth Mera lives on.

Another example of something that sets New Earth apart from our Earth is the fact that on New Earth, Atlantis isn't just a myth that people like to make up stories about. It's real. Long ago it was the most advanced nation on Earth, the cradle of human civilization. It was a huge continent made up of twelve city states. The main one is Poseidonis but a few others have been identified as well (Tritonis, Hy-Brasil and Thierna na Oge). Everything Atlantis did, both technologically and culturally, was ahead of everyone else at the time. Then the Great Deluge happened. A meteor crashed into Earth, tectonic plates shifted and Atlantis sank into the ocean.

After the sinking, Poseidonis survived. King Orin I, the King of Atlantis at the time, had a huge dome built around Poseidonis to protect it from attackers as well as protecting the people of Poseidonis from the ocean. King Orin's brother, Shalako, meanwhile used his magic to turn a group of Atlanteans into water breathers and left the city with them to go settle in Tritonis. Over time the Tritonians developed fish tails and became what we know today as merpeople. They also began to discover several mutations in their children from Shalako's magic, including that of their prince Kordax. Kordax had green scales, blond hair and could talk to sea life. He was considered a monster and because of him Atlanteans began abandoning any child born with blond hair, saying they had the "curse of Kordax".

Orin, who had always believed more in science than magic, had his scientists develop a serum that would allow the people of Poseidonis to breathe underwater and adjust to life under the ocean. It worked and the people of Poseidonis gained sets of near invisible gills. They were able to retain their legs as well and didn't have to deal with any of the mutations that resulted from Shalako's magic. The people in the other Atlantean city states evolved differently than those in Poseidonis and Tritonis but that is mostly irrelevant to Mera's life.

Because of the isolation that comes from being at the bottom of the ocean, Atlantis is very different from the surface world. As far as science and technology goes, they are considered to be quite behind the modern world. They do, however, exceed when it comes to weaponry. They have a massive and frightening Navy that most other nations avoid messing with. They've become a very suspicious people as a result of this isolation as well and shun anything that differs from their norm. They are not fans of air breathers, still hold a certain suspicion towards people with blond hair and have even abandoned babies in the past for having purple eyes. It's a double edged sword, really. Their isolation has allowed them to develop into a totally unique country but it has also made them a suspicious and at times racist people.

Atlantis even has it's own penal colony, Xebel. Xebel exists in another dimension and lies beneath the Bermuda Triangle. It is where Atlantis sends its criminals and is inescapable to those trapped there. This is where Mera was born. Her father, who they never really go into much detail about, was a prisoner in Xebel who had declared himself King. In order to get revenge of the King of Atlantis for imprisoning him he set scientists in Xebel to work on a way to get out. When Mera was born her father began training her as an assassin, her mission set as the murder of the King of Atlantis. She spent her entire childhood training and by the time she grew up they had invented a device that would allow Mera to get out of Xebel. She was sent to Atlantis to kill the King, who by this point was Arthur. Upon meeting him though, she realized that he wasn't at all what she expected him to be. She fell in love with him and gave up on her mission, deciding instead to stay in Atlantis with him and become his Queen. 

It was also revealed that Xebel had been doing experiments on Jackson Hyde, the son of Arthur's nemesis Black Manta, and his mother. Jackson's mother died but he survived and Mera took him to a human family to be raised because she felt bad for what her people had done to him. This is believed to have something to do with Black Manta killing Arthur and Mera's son, Arthur Jr, but it's never really clear if that's true or not.

Because Mera gave up on her mission, her father sent her twin sister Hila to do it. Hila showed up during Brightest Day to finish what Mera started. What followed was an all out war with Mera's sister and an army of Xebel soldiers, people who had been trained their whole life to get revenge on the people of Atlantis. That's how much the people of Xebel hate Atlantis. They actually trained an entire army just on the principle that Atlantis was evil and their King had to die. Mera, naturally, took Arthur's side and the Xebel army was defeated after she took control of the entire ocean with her hard water powers and smashed them all.

Blackest Night and Brightest Day were a whole other set of issues. During Blackest Night a Black Lantern, the Lanterns who use death as their power, came to Earth and brought back a bunch of dead people as murderous zombies. Arthur was one of ones brought back. Mera and Garth, Arthur's former sidekick, fought him before Garth was killed. Mera also fought a black ring wearing Wonder Woman. It took the combined forces of all shades of Lanterns to get rid of the Black Lantern. The Lantern Corps are like an intergalactic police force and there are more than just Green Lanterns in it. During Blackest Night a couple of the Lantern colors were introduced for the first time.  Mera was chosen as a Red Lantern because she had a great amount of anger in her heart and anger is what fuels the Red Lanterns. At the end, when the Black Lantern was defeated, Arthur was one of the dead people who was granted life. Mera's anger melted away and she went into cardiac arrest because of losing the emotion that gave her the power of the Red Lantern.

During Brightest Day the dead people chosen to earn their lives back had to complete a very vague and somewhat cryptic task in order to keep their lives. Mera tried to help Arthur with his, which was to save a person who ended up being Black Manta's son, and revealed that she had actually been sent to kill him. They worked that out, completed Arthur's task and even won the war against Xebel.

Personality:  
Mera is a queen through and through. She carries herself with a refined sort of dignity and always seems to be secure and confident in herself. She's very proud of her royal position and wants more than anything to be a good queen. She was raised to be queen, after all. Her family was going to rule Atlantis when she killed the king so she had to be prepared to rule. That plan may have fallen through but she was still more than prepared to step up when her time on the throne came. When Atlantis needs her to be their queen she's right there, ready to take charge and make decisions. It is always her goal to be there for the people of Atlantis and do what is best for them. They may not have always been the most supportive of her or her family but they have always loved her and it is the duty of the queen to pay her people back for the love they have shown her. Mera takes this duty very seriously and would never do anything that she didn't think would be good for Atlantis.
 
She tends to get annoyed at Arthur when she feels he isn't being the best king he can be, though she tries to be understanding. She understands that he has other duties outside of Atlantis but when she sees him not budgeting his time correctly, she gets irritated. The outside world needs him but so does Atlantis. Besides that, being a superhero is dangerous. You never know when one of your enemies is finally gonna succeed in killing you. Being king of Atlantis though? That's relatively safe in comparison. Part of her annoyance is because of the danger, because she worries, and a much smaller part is the feeling that he is neglecting his people. He can also be kind of a stubborn ass and that's annoying too but that's beside the point.
 
There's also the fact that, when their son was alive, Mera felt like sometimes Arthur was neglecting their family. It's hard to balance doing what's right for your people, doing what's best for your son and supporting your husband. Especially when your husband is a superhero and you really don't understand that role. She would get angry and frustrated because sometimes it would feel like the world was crushing her. Sometimes she just gets overwhelmed. It got worse and then better after her son died but sometimes everything she takes on just gets to be too much. Sometimes she doesn't handle the stress very well, like after their son died and Arthur was exiled the first time when she had a bit of a breakdown, but she tries. In her more extreme moments of frustration she would lash out at the people around her but she's trying to get better about that. She tries to find better ways to handle her stress, even if it doesn't always work.
 
The people she loves are very important to her, to the point where if someone hurts them she won't hesitate to hurt that person back. When her son was dying she flew into a rage and beat the hell out of the person who tried to stand in the way of her helping her son. She's very protective of her friends and family and wants to support them however she can. It was legitimately upsetting to her when she realized that she had spent years not really being there for Arthur. Sure, at the time she felt justified but eventually she realized that she let her anger and temper get the best of her when he was suffering too.  She does that sometimes when something upsets her. Her temper gets the best of her and she isn't always there for the people who are important to her in the way that she needs to be. She wants to be there but sometimes that just doesn't work out for her.
 
Through everything that's happened to her, even when it looked like she wouldn't, she's managed to pull through and come out mostly okay. Through torture, capture, her son's death, an on and off thing with Arthur, Arthur's death and all sorts of other nonsense she's managed to keep her head above water. Even in her worst moments she's managed to find a way to remain strong and stay mostly sane. Sometimes it's been a close shave but her sheer determination to not be beaten has always managed to pull her through.
 
This is how she'll handle finding herself in a new place where reality is iffy. Plenty of weird things have happened in her life and she's managed to find her way through each time. She's been pulled into another dimension, had everyone she cared about ripped away from her and been involved in an Atlantean territory war. Through it all she managed to keep her head and live, if only through sheer willpower and determination to keep her head high. This is how she deals with all strange things in her life and this is how she will most likely deal with finding herself in a new place that is neither life, death or a dream.
 
She has never been afraid to speak up when she feels something isn't right. If she feels someone is insulting her, she will speak up. If she feels she or someone else is being mistreated, she will say something about it. If something annoys her you can be sure she'll say something about it too.  It might be in a very polite and eloquent way but she'll still say something. Or if she's really annoyed it might not be that polite. You can never really tell. If she feels like someone doesn't deserve politeness then she won't be polite. She doesn't take shit from anyone, regardless of who they are. She knows what kind of treatment she deserves. She won't accept anything less from anyone. As such, she will never treat anyone else with any more or less respect than she thinks they really deserve. If nothing else you can always count on Mera being honest with you and knowing where you stand with her. She's not exactly subtle when she dislikes someone, after all.

Mera also gets very annoyed whenever someone threatens a child. To her children are precious and anyone who would dare to threaten one is a monster. She kind of goes into mama mode when that happens and will beat the hell out of the person doing it. Children are innocent and need to be protected. She knows what it's like to lose a child and would never wish that pain on another parent.

Appearance:
Mera is a tall woman, standing at five foot nine inches. She has long, wavy red hair and blue eyes. Her standard wardrobe consists of a green scaly bodysuit and a golden tiara that marks her status as a princess of Xebel. Like most Atlanteans, her muscles are denser and more sturdy than a normal human's to allow her to survive the pressure of the ocean. She has a set of gills behind her ears on her neck like all Atlanteans that are barely visible unless you get close and stick a finger into them. Other than that she appears to be a perfectly normal, human woman.

Abilities: 
-Mera is skilled at hand to hand combat, having been trained from an early age to defend herself and harm her enemies without the use of her powers.
-Due to living in the sea, Mera has denser muscles that make her more durable and harder to hurt than normal humans are.
-Because of her gills, Mera can breathe underwater for as long as she wants. She can survive on land for a limited amount of time before she has to return to the water.
-Mera is a very good swimmer due to growing up in  a water dimension and then later living in Atlantis
-Enhanced strength is another result of having denser muscles, allowing her to lift objects that normal humans could not.
-The most useful of her powers are her hard water powers. With these she can shape and harden water into solid objects to use as weapons. She can make the hardened water go wherever she wants and essentially can control an entire ocean if she really wants to.

Inventory: 
The clothes she's wearing and the tiara on her head. She doesn't need much.

Suite:
Somewhere in the water district would be best. She's most comfortable while surrounded by water and she can travel faster by water than by land. She doesn't care about it being a poor section. That doesn't matter to her. Somewhere near or with Arthur would be good too.

In-Character Samples:
Third Person: 
Sometimes Mera honestly can't help but wonder about her own sanity. Today happens to be one of those days. Today she has allowed her husband, who she loves very much despite multiple reasons she probably shouldn't and who she knows means well, to drag her to a surface world aquarium. Frankly, she finds the whole idea of an aquarium a bit barbaric. Fish and other sea life locked up in glass boxes so surface dwellers can stroll through and gawk at them. She can't help but imagine being locked in one of those boxes herself while standing in the middle of the long hall of glass. It's a horrifying thought, one she'd be more than happy to banish from her mind forever. It also doesn't help that there's a blowfish staring at her through the glass but that is not at all the point.
 
The point of this whole trip happens to be so Arthur can check on the fish. That is apparently a thing he does when he has free time. He's never told Mera about it but now she knows because he for some reason felt the need to share it with her today. She doesn't know why but she won't say a word. He's happy and that's really all that matter. Sure, the place is creepy. And sure, Arthur crouching in front of the glass and staring intently at the fish inside while surface dwellers walk by is a bit embarrassing. Then again, Mera never claimed to care what people thought of her. But there have been several moments in the last half hour where she's been tempted to say something to him.
 
The aquarium is creepy and boring and she wants to go home. But then she looks at Arthur and realizes that this is actually important to him. She can't bring herself to ruin that for him. It's silly and perhaps a little insane but it's what Arthur wants to do. So instead of saying a word Mera just watches him for a while, quietly. The two of them have been through so much in their marriage. It hasn't been easy and moments of peace like this have been rare. She can't even remember the last time she saw Arthur looking as peaceful as he does crouching on that floor, communicating with the fish on the other side of the glass. She hasn't always been there for him when she should've been. Now she's getting a second chance to be a better wife to him. Not now in the aquarium specifically, of course, but now as in at this point in time. Now that he's alive again and everyone isn't trying to kill them. That, again, is rare so maybe she should take advantage of moments like this when they come. If there's one thing she's learned, it's that moments like this don't last forever.
 
So instead of saying anything she crouches next to him, smiling and looking into the glass.
 
"How are the fish doing?"

Network:
[Mera is sitting on the console in her suite in the Water district, twirling a strand of her hair around her finger. She looks as though she isn't quite sure what to say or how to say it, which is really rare for her]

I don't quite understand it but...I think I was sent back home and then returned here. I wasn't aware that kind of thing could happen but apparently it can. It's strange. There doesn't even feel like there's a gap in my memory but I'm sure I've missed quite a lot. Not that I really know how long I was..."gone". Although, would it even be considered "returning home"? I'm not sure how you would phrase what it is.

[She waves the thought off and changes her focus to something a little more important] That's not the point. If I worried anyone I previously spoke to, I'm sorry. It wasn't my intention. [She pauses again, looking conflicted and then manages a small smile. The public video shuts off then and switches over to a private one intended for just Arthur and Kaldur. She's not 100% sure they're both still here but if they are...well, they'll see this]

I hope neither of you is angry with me.
